The living standard of civil servants with disabilities within the framework of government and private will be improved and respected for the dignity of birth and living independently with full welfare.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
A project that involved in participating to promote the rights of people with disabilities.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
Persons with disabilities have the same rights as persons without disabilities who we need​ to pay attention. People and children with disabilities must be integrated into all development activities, not leave them in a separate, but must make behavioral changes and perceptions of society on people with disabilities and recognize their actions and voice which will bring the promotion of society development. Thus, this action plan on disabilities is a dynamic policy tool which requires tracking, monitoring and revising periodically to respond the actual today situation and the future that drive Cambodian society step by step forward to the elimination of barriers and providing opportunities for people with disabilities to have a society for all.

The status living of civil servants with disabilities of the Council of Ministers and their families are better facilitated.

This project will contribute significantly in poverty reducing through participation of persons with disabilities in public service delivery at all levels and with this project also contribute to promote both rights and economy.

This project has contributed to promote gender equality in Cambodia.

The Office of the Council of Ministers has experience working in this project and we need some more staffs with experience to improve this work more effectively.
23. STATUS OF PROJECT IMPLEMENTATION: (Provide a brief update on the progress of the project to date. Discuss any major problems causing delays in project implementation.)
The members of working group need to increase their knowledge and skills in the area of disability analysis, advocacy and some leaders pay little interest in disability issues and the working group on disability action also lack of materials and financial resources in implementation as well.
