The project will improve urban services and enhance regional economic connectivity in provincial capital towns of Kampong Cham, Kratie, and Stung Treng along the Greater Mekong Subregion (GMS) Central Corridor in Cambodia. The project will finance key urban environmental infrastructure and enhance institutional effectiveness with a focus on private sector engagement and information and communication technology (ICT)-based public management systems, and the policy and planning environment for regional economic connectivity. The project will also improve institutional effectiveness to provide sustainable services and support an improved policy and planning environment for wastewater and solid waste management. |

The project is aligned with the following impact: sustainable, inclusive, equitable, and resilient growth achieved. The project’s outcome is improved urban services for enhancing regional economic connectivity in participating towns.
The original Project scope includes two main outputs comprising of:
• Output 1: Urban environmental infrastructure improved. The scope consists of combined drainage/sewer systems for the core areas of the project towns, feeding to lagoon-based wastewater treatment plants; controlled landfills and equipment, and solid waste collection vehicles.
• Output 2: Institutional effectiveness, and policy and planning environment for regional economic connectivity enhanced. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Economic development of three towns i.e, Kampong Cham, Kratie, and Stung Treng along the northern part of the Central Mekong Economic Development Corridor has lagged behind the more economically developed parts of Cambodia, and access to basic urban infrastructure and services is severely limited. The outcome will be improved urban services and environmental conditions in these participating towns. |

YES. The environment will be improved through clean wastewater, disposal of solid waste, and enhanced mobility on improved urban roads. The project will provide environmental infrastructure for wastewater treatment and solid waste management, which will, among others, help to reduce the carbon footprint of these towns, making them cleaner and greener, and more livable. |

The Ministry of Public Works and Transport (MPWT), through its General Department of Public Works (GDPW), is the Executing Agency (EA) for the project in Cambodia. The EA has established a centralized project management unit (PMU), and the PMU director was designated. The PMU is executing and providing overall supervision of the projects. The PMU is supported by Project Management and Implementation Support (PMC) Consultant recruited in accordance with ADB Guidelines on the Use of Consultant.
