This project contributes to the development of telecommunication infrastructure and services in order to enhance the national competitiveness in Information and Communication Technology (ICT) sector through: 1. Quality improvement and big capacity of the direct connection from Cambodia to China in order to response the increasing demand of data traffic from/across Cambodia to china with reasonable price. 2. Providing cloud technology infrastructure services for e-government and private sector to support effectively the investment, information security and operation of ICT services.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
- This project aims to construction telecommunications infrastructure, including a submarine fiber optic cable network from the Kingdom of Cambodia to China. - Construction and configuration underground cable network from Sihanoukville-Phnom Penh and the National Data Center to support other telecommunications services, such as basic telecommunications services and value-added telecommunications services, to promote the use of information and communication technology, and to contribute to the Kingdom of Cambodia. Become an ICT hub in the region.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
This project has three parts: 1. Construction and configuration submarine cable network from the Kingdom of Cambodia to Hong Kong (China) with Landing Station at Hong Kong: Setup Submarine terminal Equipment, Power Feeding Equipment, Submarine monitor). 2. The construction of the National Data Center in Phnom Penh and Landing station in Sihanoukville are as follows: (Submarine cable type, Repeater & Branch Unit, Power feeding equipment, Submarine line monitor, submarine line terminal Equipment). 3. Construction of underground cable network from Sihanoukville to Phnom Penh (with the use of 96Core fiber optic cable, Closer, pipe, Other Equipment and Installation & configuration DWDM transmission system.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
- It responses to the policy agenda in rectangular strategy phase IV and Telecommunication/ICT development policy 2021 through contribution to development of national broadband and enhancement of ICT usages, - The project responds to the growing domestic demand for high-speed Internet, which is used to facilitate cultural exchanges, international trade, e-commerce and e-education between the Kingdom of Cambodia and China. And other countries in the world. - Support policies to reduce poverty and improve the general knowledge of the people by using telecommunication and information and communication technology to increase development. - Maintain the country's security and order in the field of telecommunications, information and communication technology. - Bring low service cost, profit to customers.

Serve telecommunications, information and communication technology to local people, authorities, public and private institutions, schools, businesses, handicrafts, bank, microfinance, Internet service providers (ISPs), telecom operators and companies to maintain national security and contribute to the rapid growth of the national economy.
