14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
Technology Incubation Center (TIC) is a dedicated hub designed to foster the growth and development of the technology and innovation ecosystem by providing essential resources and services. It offers a conducive environment for entrepreneurs to transform their innovative ideas into viable business propositions, which is based on the 5Cs: Capacity Building, Cooperation, Collaboration, Culture of Inclusion, and Communication. TICs offer a range of support services to startup tech stakeholders, aiding them in starting and running their technology-related businesses. They ensure that incubates have access to technological assistance, which is facilitated through mentors with multidisciplinary expertise. Thus, TICs play a crucial role in nurturing startups and fostering innovation. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Cambodia is at a critical juncture where it needs to expedite its economic and industrial diversification. The shift from the current narrow-based growth to a more expansive one is imperative. The promotion of more industrialized and higher value-added activities is essential, and this can be achieved by enhancing the productivity of skilled labor and attracting more qualified Foreign Direct Investments (FDIs). In line with the government’s pentagonal strategy, technology has emerged as a new branch for various sectors. This necessitates the development of a supportive environment in the form of a technology incubation center. This center will serve as an innovative infrastructure to bolster local Research & Development and innovation (RDI), facilitate technology transfer, and promote commercialization. The center will play a pivotal role in supporting the development and scaling of growth-oriented and early-stage enterprises, including startups. It will provide Small and Medium Enterprises (SMEs) with an enabling environment that helps reduce the cost of launching a business and increases the confidence and capacities of entrepreneurs. Furthermore, it will link entrepreneurs to the resources required to start and scale competitive enterprises with reducing the risk in innovation process. The center will contribute to the diversification of industry and SMEs, as well as provide the services needed to ensure the success of the Industrial Development Policy, 2015-2025 and further contribute to the next royal government strategy. Additionally, the project will present opportunities to foster partnerships between the public and private sectors for funding the establishment and operation of the technology incubator community. This collaborative approach will be instrumental in driving Cambodia’s industrial and economic growth. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
-The start-up companies, manufacturing companies, researchers and students alike will have direct benefit in receiving support to their products and technology to match with market demand and be able to sustain their businesses in the long run while applying knowledge and innovative ideas to produce new products or services.
Government institutions and organizations have the potential to enhance and promote technology commercialization and technology transfer. This can be achieved with environmentally sound management in sectors such as industry, manufacturing, SMEs, and services. Simultaneously, the government can strengthen the involvement of stakeholders in the quintuple helix. These stakeholders include the government, educational institutions, firms, society, and the environment.
- Manufacturers, distributors, or retailers, including women entrepreneurs can accommodate to customers' needs by obtaining assistance in product design or quality upgrading from the technology incubation center (indirect benefit)

The project is still in its concept phase, seeking the government support as mix grant and loan from development partner (in initiative, in October 2018 the concept note of the project was discussed with Korean Exim Bank for most portion of grant for funding the project, but it was not success, and the project should be clear in management for long-run operation). |
