13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The overall goal of the proposed project is “to establish a forest research facility that will enhance the research capacity of the IRD for the restoration and sustainable management of the forest in Cambodia”. Specifically, the project aims to: -Establish Forest Research Station in Koh Kong, Kampong Thom and Mondul Kiri that will serve as learning sites on forest restoration and sustainable management of the forest; -Build the capacity of IRD staff in running the research and technology generation; and -Conduct researches in the three research sites and in the existing research station in Siem Reap.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
“Establishment of Forest Research Facility” project is implemented by Institute of Forest-Wildlife Research and Development of Forestry Administration. The project focuses on Infrastructure Development by constructing Research Stations with nurseries in Koh Kong, Mondul Kiri and Kampong Thom, Technology Capacity Building in operating the facilities and conducting researches on restoration techniques and Transfer of Knowledge thru Applied Researches through training and publishing the results of applied researches.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
This proposal aims to diffuse the forest technologies for the sustainable management of the forest in the field by establishing Learning Sites in the strategic provinces. This proposal will strengthen the capability of the FA Staff on sustainable forest management, conduct community participatory action researches and upscale the disseminate the learning and experiences using the Learning Sites as Field Schools to trainees. To ensure permanence of the established research areas, and to motivate participation, one of the important activities is the formulation of the CF Management Plan. This means that the community should complete the CF formulation process and the 8 steps of CF Management Planning Process (i.e. resource inventory and writing the management plan). Learning will be documented along the process (restoration and utilization of the forest resources) as part of the Action Research. On the restoration aspect, the project will field test low-cost restoration techniques (direct seeding, bare root, cluster planting, etc.), fertilization, testing of inoculum (rhizobia and mycorrhiza) of fast growing timber, premium species, sustainable management and utilization of NTFPs (bamboos, rattans and other NTFPs and honey. In some cases, where the CFs will be able to complete their CF Management Plans, part of the research will be the sustainable utilization and value adding of the forest products (e.g. resin, charcoal, bamboo, rattan products, and products from the tree plantations).

Establishment of Forest Research Facility will generally contribute and benefit to Forestry Administration, local communities, community forestry groups, NTFP enterprises and relevant stakeholders in the forestry sector.

This project will not have an impact to the people and surrounding environment. The project will contribute to protection and restoration of forest resources and poverty reduction for local communities and local community people will get an additional source of income forest products and NTFP.

There are three prioritized activities including: -Establish Forest Research Station in Koh Kong, Kampong Thom and Mondul Kiri that will serve as learning sites on forest restoration and sustainable management of the forest; -Build the capacity of IRD staff in running the research and technology generation; and -Conduct researches in the three research sites and in the existing research station in Siem Reap.
