- Infrastructure: The Cambodian Rubber Research Institute will be modernized with the state-of-the-art infrastructure for research on rubber technology to support smallholders and rubber industrials;
- Diversification: Different grades of natural rubber including RSS CV60, TSR CV60 and compound rubber etc. could be produced by Cambodian smallholders and rubber industrials;
- Productivity: The new grades will have higher added value than conventional grades and would attract attentions of worldwide customers to Cambodian natural rubber.
- Value addition: Different types of rubber-based products will be manufactured to study the suitable formulation, the technical and economical feasibilities.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.) |
- Upgrading the research capability of the Cambodian Rubber Research Institute to meet the state-of-the-art research facility;
- Protecting the environment from the discharge of effluents from natural rubber processing factories;
- Increasing the income of smallholders processors through production of a new grade of natural rubber: Viscosity Stabilized Ribbed Smoked Sheet (RSS CV60);
- Building and enhancing the research capacity of Cambodian young scientists in the field of rubber technology.

14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
- Construction: Building small-scale processing factory, effluent treatment plant, workshop for rubber-based manufacturing and laboratory for rubber technology;
- Research: Experiment on the Processing of specific grades of natural rubber at smallholder processing factories and other grades at the rubber industrial factories;
- Training: Writing a guideline for processing of specific grades and providing training and technical assistance to smallholders processors to manufacture them. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
(1) The Cambodian Rubber Research Institute is hosting the National Specifications Laboratory recognized by IRA (International Rubber Association) as the regional testing laboratory for the international contract for the Technically Specified Rubber (TSR). The laboratory is currently conducting tests for specifications only. The research on rubber technology, raw rubber processing and end-product manufacturing, needs an additional type of infrastructure.
(2) The TSR CV60 is currently a premium grade produced only by industrial or large scale crumb rubber processors. This grade is sold 10 at % higher than TSR 5L, a good quality natural rubber which is very clean and has transparent aspect. Smallholders processors are manually producing ribbed smoked sheet natural rubber. Low capital investment is required to produce the later but it is often sold at about 10% lower price than TSR 5L. This project targets and helps the smallholders processors to produce RSS CV60 that would be valued comparable to TSR CV60 (only produced by industrial processors), though low investment cost is used. Thus by producing and selling RSS CV60 instead of RSS 3, the income of smallholders processors would increase by 15%. |
