13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The objective of the project is improved access to market, jobs and social services in ten target project provinces, a safe, climate-resilient and cost effective rural road network that provide all-year access in the agricultural areas of the ten target project provinces.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
There are five key outputs in this project: (i) rural road improvement; (ii) rural road asset management; (iii) rural road safety and community awareness program; (iv) project management support; and (v) connectivity improvements for Mekong River Islands.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
The project will rehabilitate about 1,200 kilometers (km) of rural roads in ten provinces (Kampong Cham, Tboung Khmum, Kampong Thom, Kampong Chhnang, Pursat, Battambang, Kampong Speu, Siem Reap, Banteay Meanchey, and Takeo) to paved condition. The rehabilitated roads will provide poor rural provinces with a safer, cost-effective rural road network with all-year access to markets and other social services. The project will also support a sustainable road maintenance regime in the Ministry of Rural Development (MRD), a community based road safety program, an HIV/AIDS and human trafficking awareness and prevention program, and climate change adaption measures.

Environmental category for the project is B given the nature of the proposed project (i.e. improvement of existing roads, no widening of roads, etc.). Some of project roads in Battambang and Pursat are located in the transition zone of Tonle Sap Biosphere Reserve (TLSBR). In addition, some activities under the Connectivity Improvements for Mekong River Islands Output, including the construction of 11 jetties, will take place near the Mekong River. Although none of the project activities are expected to have serious impacts on nearby areas (TLSBR and Mekong River), the Ministry of Rural Development has obtained no objection on the project implementation from relevant authorities (the Ministry of Environment, the Ministry of Water Resources and Meteorology, and the Cambodian Mekong River Commission). The initial environmental examination, including Mekong River Island Connectivity Output and its environmental assessment and review framework, has been prepared in compliance with the ADB s Safeguard Policy Statement.

20. DISASTER RISK REDUCTION

21. GENDER ANALYSIS: (How does the project affect the roles of the men and women in the project area? Will women be actively involved in the implementation of the project?)
The government, through MRD, will ensure that the GAP is fully implemented and that all project activities are designed and implemented in accordance with ADB’s Policy on Gender and Development (1998). Measures will include, but not be limited to the following: (i) works will utilize labor based appropriate technology to the extent possible, (ii) at least 20% of unskilled laborers will be women, (iii) unskilled men and women workers will receive equal pay for equal work, (iv) road shoulders will be paved to ease travel and transport for women and girls, (v) all socioeconomic data will be sex-disaggregated, (vi) SEO staff, contractors and Provincial Project Coordination Office staff involved in project will be trained in gender mainstreaming and other social and risk mitigation issues, The Mekong River Island road improvements by concreting will be labor based appropriate technology and involve at least 40% women as unskilled labor forces in contract. The gender categorization of the project is “effective gender mainstreaming”.

23. STATUS OF PROJECT IMPLEMENTATION: (Provide a brief update on the progress of the project to date. Discuss any major problems causing delays in project implementation.)
The project has recruited the consultants for Detail Design and Implementation Supervision, Climate Chang adaptation Framework of investment, HIV/AIDS and Human trafficking awareness and prevention program. There is no delay in project implementation.
