Strengthen institutional capacity through training law enforcement officers on monitoring the production, use, export, import, processing, and disposal of ozone-depleting substances in order to prevent ozone layer depletion and global warming, protect public health and the environment, and contribute to preventing and mitigating climate change. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
1- Train refrigeration and air conditioning technicians on effective practices in renting, repairing, maintaining, and installing refrigeration and air conditioning equipment that uses flammable refrigerants, has high global warming potential, and saves energy.
2-Public Awareness on the Implementation of Montreal Protocol in Cambodia and the Impacts of Ozone Depleting Substances on human health and environment.

15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
The implementation of the project is an obligation of the Kingdom of Cambodia, which ratified the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer on June 27, 2001, and has ratified all five amendments to the Montreal Protocol and contribute to reducing global warming, protecting public health and the environment, in line with the first angle, clean, of the Environmental Strategy 2023-2028, aiming to ensure clean air. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
1-The officers of the Department of Air Quality and Noise Management, officials of MoE and relevant institution related to the implementation of the Montreal Protocol.
2-Refrigerant and Air-conditioning Technicians.
3-All Cambodian people. |

This project will provide opportunity to Cambodia people in reduction of using Ozone Depleting Substances, which contribute to adverse effect of human health and environment because of ozone depleted. |

Now, the project is ongoing and we planned to finish at the end of December 2026. |
