1) To improve the living conditions of students, including health and safety, especially for female students

3) To reduce the cost of renting a room for the students because the cost of renting a room in the school is cheaper and safer than renting a room outside the institute
4) To earn extra income for the institute by renting rooms to students and ensuring student safety. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
Prek Leap National Institute of Agriculture was established in 1948 as the first red corn seed experiment station. So far, it is 75 years old, an institution involved in agricultural training and research.
Currently, the Prek Leap National Institute of Agriculture has been training for associate degree, bachelor's degree, master's degree and plans to open a doctorate in early 2025. At the same time, the institute has about 1,400 students studying in the academic year 2024-2025 Which has increased by about 10% in the last 5 years. Although so far the institute has a dormitory, it can accommodate only 100 students and the building is dilapidated and hygienic. Therefore, the establishment of new dormitories is essential for the growing needs of students from year to year. The project is divided into two parts: the first part has a budget of 62,500 USD for the construction of the first year (2025) and the second part (2026) with a budget of 62,500 USD |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Currently, the Prek Leap National Institute of Agriculture is training for associate degree, bachelor's degree, master's degree and plans to open a doctoral program in April 2025. At the same time, the institute has about 1,400 students studying, which is an increase of about 10% every year in the last 5 years. About 80% of the students at the institute are from the provinces and most of them are poor. So far, although the institute has some accommodation for students, it has not responded to the students' requests due to the limited number of rooms. In addition, the student dormitory is very old and not clean enough, with up to 5 to 6 students per room. Multiple accommodation in the same room is therefore not ideal for study and student safety, especially for female students. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
1) Students will be able to live comfortably and safely
2) The quality of students' education is better
3) Reduced student spending as well as contributing to poverty reduction in Cambodia
4) More students will choose to study at Prek Leap National Institute of Agriculture because of the appropriate accommodation and safety. |
17. FEASIBILITY STUDY |
Is a "Feasibility Study " for the Project requied?
|
If YES, has it been carried out?
|
18. SOCIAL & ENVIRONMENTAL IMPACT: (Briefly describe the effects of the project, if any, on the people and the surrounding environment. Will the project assist in alleviating poverty?) |
1) Students pay less and the institute benefits more because the dormitory can accommodate more students
2) The living environment of students has improved. At the same time, the environment around the building is better. |

21. GENDER ANALYSIS: (How does the project affect the roles of the men and women in the project area? Will women be actively involved in the implementation of the project?) |
Previously, the accommodation of female students was at risk due to the cramped rooms and accommodated 5 to 6 people. In addition, the former dormitory building is not strong and leaky, not safe for female students. The new building will provide more safety, hygiene and study opportunities for female students. |
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?) |
The project is supported by the Ministry of Agriculture, Forestry and Fisheries and approved by the Ministry of Economy and Finance. In addition, the Prek Leap National Institute of Agriculture, which owns the project, also contributes 40% of the total budget required.
|
