The Cambodia-Viet Nam bilateral project will help enhance and promote sustainable agriculture, forestry, and fisheries-related services through pilot testing and expansion of production scope, institutional capacity building, implementation of multidisciplinary work in response to climate change and environmental impacts, etc. |

Climate change and upstream development are seen to have a major impact on people living in the Mekong Delta-Cambodia and Vietnam. The objective of the project is to “enhance the safety of the Mekong River Basin’s water environment by promoting sustainable management and use of transboundary groundwater systems in the Mekong Delta-Cambodia.” |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
-Outcome 1: Consensus among countries on key transboundary and national concerns affecting the aquifer, reached through joint fact finding, opening pathways to concerted remedial actions
-Outcome 2: Tested strategies for improved groundwater recharge, reduced extraction and mitigated ecosystem/ livelihoods trade-offs
-Outcome 3: Agreed improvements of transboundary cooperation improve aquifer transboundary Governance
-Outcome 4: Commitment reached among countries on implementing priority legal, institutional and policy reforms and investments for the protection and equitable utilization of the shared aquifer and its' dependent ecosystems
-Outcome 5: Implementation of project mechanisms for monitoring, improved stakeholder consultation, gender mainstreaming, dissemination, coordination and monitoring progress enhance long-term sustainability of achievements. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
This is a bilateral project (Cambodia-Vietnam) focused on improving groundwater management in the Cambodia-Mekong Delta (CMDA). The project was initiated to address a number of challenges identified:
1. Loss of groundwater resources
2. Land subsidence
3. Increased levels of arsenic and other pollutants
4. Saltwater intrusion
5. Damage to groundwater ecosystems |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
Direct benefits: The Ministry of Environment will have improved capacity development in terms of groundwater management, planning. Specific guidelines as well as technical documents will be developed, which will be the basis for groundwater management.
Indirect benefits: The project will contribute to various institutions such as the Ministry of Water Resources and Meteorology, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Industry, Science, Technology and Innovation, the Ministry of Mines and Energy, and many other research institutions. |

UNESCO WWAP will coordinate gender-related activities, and both countries (Cambodia and Vietnam) will implement a pilot project that will draw on the TDA results to develop action plans. The voices of affected communities, especially women and vulnerable groups, will be taken into account during project implementation. |
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?) |
-Ministry of Environment: has sufficient capacity to implement the project according to the Terms of Reference (ToR) agreed with the implementing partners, especially the action plan with specific deadlines. The Ministry of Environment, with the General Department of Environmental Protection as the head, has provided additional support in coordinating and implementing the project, including necessary regulatory documents and administrative documents, etc.
-The project has been prepared with technical coordination from expert consultants in each sector, including support from MERFI, IUCN, UNESCO, etc., and there is a national technical council for review and advice.

- Organized the inception workshop on June 26, 2024
- Prepared a decision on the establishment of a project management and implementation team on “Promoting Transboundary Groundwater Sustainability in the Mekong Delta” on August 1, 2024
- Selected 3 technical consultants-JTC in September 2024
- Sent 2 officials to participate in the 10th International Conference on Water, held on September 23-26, 2024 in Uruguay.
- In the work of the Mekong Region Futures Institute (MERFI), additional experts related to Component 1 have been recruited and are being prepared for the TDA. |

FAO will be the Implementing Agency and International Union for Conservation of Nature (IUCN) has been selected as the Lead Executing Agency (Lead Operational Partner). The TDA process will be largely executed by UNESCO and the Mekong Region Futures Institute (MERFI) while IUCN will lead all SAP related steps, supported by other executing agencies and the Cambodia and Viet Nam National Mekong Committee (CNMC & VNMC). UNESCO WWAP will coordinate gender focused activities. The countries will execute pilot projects, which will be based on TDA results and inform the SAP formulation process. |
