13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The project has the following objectives: 1. Establish modern agricultural cooperatives focusing on such commodities as rice, horticulture, industrial crops, livestock, aquaculture, and agro-forestry. 2. Increase agricultural productivity by reducing production costs, which will in turn maximize profit for the modern AC members. 3. Increase value-added through agricultural processing. 4. Enhance competitiveness of the modern AC. 5. Strengthen capacity of the modern AC.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The project comprises of the following components: 1. Establishment of modern Agricultural Cooperative 2. Institutional arrangement and strengthening the technical capacity of the AC 3. Development of production infrastructure and market facilities for the AC 4. Grant facilities for the AC 5. Improvement of market linkages and negotiation power. 6. Project management and coordination
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
The project will contribute to the implementation of ASDP and Prioritized Policy Agenda no. 6 of the Royal Government of Cambodia in the development of modern Agricultural Cooperative in order to transform small-scale production to stronger agricultural economic enterprises, which will benefit from the economy of scale and stronger competitiveness. It will address the challenges faced by farmers such as lack of capital, lack of technical knowledge and management capacity, high production costs, weak competitiveness, and vulnerability to climate change. The interventions will enhance the competitiveness in the whole agricultural value chain, increase farmers' income, thereby improving food security.

The General Directorate of Agriculture has a specialized department dedicated to agricultural cooperative development and other technical line departments. The project will also involve the General Directorate of Animal Health and Production, Fisheries Administration, and Forestry Administration that have the capacity to implement the project as well.
