-The Pentagonal Strategy-Phase I adopts five key priorities, in particular, number 3 and number 5 as follow: ■Water ■and Digital Technology -To achieve the government’s CSDG Goal 6, which aimed 100 percent of people living in urban areas to have access to clean drinking water by 2025. -Support and strengthen the participation of local communities in improving water and sanitation management.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
-To satisfy the people’s demand for clean water across Phnom Penh Capital and Khrong Takhmau 2023-2030. -In response to water shortage and pressure due to the demand has intensified significantly which came from unexpected population grow, the construction of building and more commercial facilities.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
-Construction of water treatment plant with capacity: 6MLD (4 Lines x 1.5 MLD of each line of Compact Water Treatment System) -Treatment Method: Compact Water Treatment System (4 Lamella Settlers, 4 Auto Siphons) -RWPS (1 Duty, 1 Standby): peak capacity of 6.36MLD (one pump) at 30m TDH -RWTM (DN315 and DN125) with total length of 63m -TWT (capacity of 1500m3): 27.65m x 13.8m (L x W) -TWPS (2 Duties, 1 Standby): peak capacity of 6.48MLD (two pumps) at 50m TDH -Supply and Distribution Pipe Network (DN63, DN90, DN110, DN160, DN225, DN250) with total length of 51km -Sludge Tank: 16m x 5.5m (L x W)
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
In order to achieve Clean Water Policy, PPWSA shall implement the Construction of Boeng Thum Water Production Facility with capacity of 6,000m3/day as per Update Master Plan 2021-2030 recommendation.
16. BENEFITS (Who will benefit, directly and indirectly, from the project?)
-Responsive to water demand forecast 2023-2030 and keep sound financial sustainability of PPWSA for long run. -To provide the potential of treated water service to local people, businesses and factories for permanent use both currently and in the future, and to improve the sanitation in water use for people in Phnom Penh’s outskirt. On the other hand, to create a higher pressure of water supply for the people in the outskirts of Phnom Penh and to expand to the areas where there have not been accessed to pipe water.

The project has no negative impact to environment and covers the extension of the piped water network to the suburbs of Phnom Penh comprising the highest proportion of poor households and to reduce the economic cost of obtaining water from far and aging water facilities and other sources.

-Alleviate burden of Women & Children -During implementation of the project, women will actively participate. In PPWSA Project Management Unit (PMU), number of women working in Contract Administration/Accounting. The women also employ by Construction Contractor with protection by Contract
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?)
-PPWSA has gained lot of experiences. More Loan Investment Projects and Grant Projects have been implemented. -PPWSA’s PMU will cooperate with construction Supervision Consultant to supervise and facilitate the Design and Construction of Beoung Thom water production facilities.
23. STATUS OF PROJECT IMPLEMENTATION: (Provide a brief update on the progress of the project to date. Discuss any major problems causing delays in project implementation.)
-The Japanese government gave grant aid to finance the expansion of the water supply system through JICA to the Ministry of Economy on September 2022. -The Construction Supervision Consultant already selected. -The Construction Contractor already selected. -Transportation of Goods and construction materials from SHV port to project site may face Phnom Penh City Hall traffic regulation. -Any delay in Construction Contract may face heavily price to Clean Water Policy and the household living in Phnom Penh peri-urban areas have no water supply as planned.
