13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The overall objective of this project proposal is to develop and examine a comprehensive master plan for the investment and construction of Poipet Smart Logistics Complex with the main goal of improving Cambodia’s logistics system and its key functions to contribute to the social and digital aspects of the country’s economic transformation. Three specific project proposal objectives are expressed below; • Examine a comprehensive and detailed feasibility study for the investment and construction of Poipet Smart Logistics complex, taking social and environmental into consideration, • Develop masterplan for smart logistics complex • Identify financial mechanism and investment to enable a low-hanging-fruit development project.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The investment of Poipet Logistics Complex will improve key logistics functions such as proper transport management and planning in resulting in reducing transport cost, streamlining customs clearance for import and export goods, improving cargo collection and distribution, creating common distribution center in that area, circulation processing, commodity inspection and logistics information services, etc. In addition to boosting Cambodia’s economy, the Poipet Logistics Complex will be play a crucial role in promoting and boosting global supply chain in globe and the region, especially the connectivity with ASEAN member countries. Poipet Logistics Complex aims to designate and develop a regional logistics zone where logistics related facilities and/or infrastructure can be concentrated with main related businesses such as public truck terminals, distribution centers, commercial center, vital public services and related support businesses to improve logistics efficiency.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
• This project contributes to Cambodia's economic growth by strengthening Cambodia's logistics competitiveness to establish a comprehensive master plan for investment and construction of a smart logistics complex in Poipet, an important customs point for Cambodia and Thailand included in the ASEAN Southern Economic Corridor • Brief of Characteristics of Poipet International border gate: ­ One of the major international gateway of Cambodia ­ Main gateway for trade between Cambodia and international through Aranyaprathaet ­ Several logistics-supported facilities including SEZs and Dry Port ­ Railway and expressway connectivity is in development to be ready for future facilitation of logistics business industry ­ Tourist sites and remarkable growth of industrial complex

To ensure for successful implementation of the project, GDL will establish a technical working group, comprising of key high professional officers and relevant departments of GDL, to work and coordinate on with other relevant government agencies for collecting data and necessary information. In addition, GDL, as a secretariat of NLC and NLSC, will play important role in reviewing and monitoring of the key activities of the project and program. The structure of Technical Work Group for this project will be established once this project is officially awarded
