• Increasing awareness of the rights of women and families to access information and physical health services that include cervical cancer, breast cancer and nutrition to help reduce mortality rates of women caused by these diseases.
• Increasing awareness of women's and families' right to information and knowledge on mental health.
• Raising awareness of long-term financial family planning for women and families to live healthier, longer, better lives.

14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
Promote Health and Financial Wellbeing for Women project will focus on raising awareness on physical health, mental health and financial literacy among Cambodian women and families living in the four target provinces of Battambang, Siem Reap, Kampong Cham and Kampot. This is a partnership between the Department of Women and Health of the Ministry of Women's Affairs (“MoWA”) and AIA (Cambodia) Life Insurance Plc (“AIA Cambodia”).
The health issues of women and families remain as challenges for Cambodia. Maternal mortality remains high while cervical and breast cancer are among the four non-transmittable diseases on the rise and leading causes of death. Alarmingly, half of all deaths in Cambodia are projected to increase further because of changing lifestyles and environment (according to the National Multisectoral Action Plan for the Prevention and Control of Noncommunicable Diseases 2018 – 2027). At the same time, acute and chronic malnutrition among women and children are high, severely affecting the health and mental development of later life and increasing loss of labor, incidences of illnesses, disability, poverty, and health care costs (according to the Health Strategic Plan 2016-2020). In response to these factors, the Department of Women and Health of MoWA, in collaboration with AIA Cambodia, has developed a project to Promote Health and Financial Wellbeing for Women with the aim of:
• Increasing awareness of the rights of women and families to access information and physical health services that include cervical cancer, breast cancer and nutrition to help reduce mortality rates of women caused by these diseases.
• Increasing awareness of women's and families' right to information and knowledge on mental health.
• Raising awareness of long-term financial family planning for women and families to live healthier, longer, better lives.

This project contributes to the implementation of the Royal Government of Cambodia's commitment to achieve
By 2030, focusing on improving the health and well-being of the target population, especially women and children, and increasing women's awareness of cervical and breast cancer prevention and nutrition-related knowledge. All these activities are in line with the 5th Rattanak Women's Strategic Plan in the second strategic point on the promotion of education for women and children, and the third strategy on the promotion of the health of women and girls, the prevention and control of non-communicable diseases. Direct beneficiaries:
• Central officials of Women Affairs: 15 staffs
• Provincial, district and department officials: 20 staffs
• Women and families from the four provinces: 24,000 people (4,800 people per year)
Indirect beneficiaries:
• Women and families nationwide through digital forums: thousands of individuals

This project will provide significant benefits to the target population, especially women and families, gain knowledge on physical health, cervical cancer, breast cancer and access to cervical cancer screening, breast cancer, timely care and treatment at health facilities. And gain knowledge on nutrition, improve eating habits, nutritious food, and knowledge of long-term family financial plans. |
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?) |
The Department of Women's Health of the Ministry of Women's Affairs has been established for more than 20 years to carry out its mandate to promote the health of women and girls, and the staff has experience in health education for the target population and has sufficient capacity and skills to implement this project.

The project is in the process of implementation, with the signing of a Memorandum of Understanding (MoU) and a workshop to introduce the project to national and sub-national project implementation officers. |
