Project will strengthen value chains of competitive agricultural products such as cassava, mangoes, cashew, vegetable and Native chicken
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The project will: (1) facilitate access to credit for agro-enterprises(50) and agricultural cooperatives(230), as well as native chicken raising farmers(200) and commercial chicken producer(50), (2) promote viable market links among agro-enterprises, agricultural cooperatives and native chicken raising farmers and producers and enhance food safety and quality, (3) Improve farm-to-market connectivity.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
Cambodia has limited value addition to agriculture, poor access to finance and weak and deteriorating farm-to-market road network. By considering to these drawbacks, the project will strengthen value chains of competitive 5 agricultural products in the targeted provinces by providing the technical and financial supports while the rural roads will be improved. This project will ensure the whole value chain will be improved.
16. BENEFITS (Who will benefit, directly and indirectly, from the project?)
The project will benefit about 230 agricultural cooperatives(about 27,000households) and about 50 agribusiness as well as 200 chicken raising farmers and 50 commercial chicken producers.

18. SOCIAL & ENVIRONMENTAL IMPACT: (Briefly describe the effects of the project, if any, on the people and the surrounding environment. Will the project assist in alleviating poverty?)
Regarding the Social and Environment impact: the project is classified as Category C, which means it has a low impact on the people surrounding the target project areas. Moreover, ACSEP has three components such as output1, output2, and output3. Output1 was implemented by the Ministry of Economics and Finance (MEF), which aims enhancement of agricultural value chain financing by facilitating access to credit for 230 agricultural cooperatives (27000 households) and 50 agribusinesses. In addition, Output2 was implemented by the Ministry of Agricultural Forestry and Fisheries (MAFF), which aim to strengthen agricultural value chain linkage and safety as well as to promote viable market link among agro-enterprises (AE), agricultural cooperatives (AC), native chicken-raising farmers, and chicken producers, and enhance food safety and quality. The Ministry of Rural Development (MRD) aims to enhance agricultural value chain connectivity to improve farm-to-market connectivity. Based on what we have all output, this project is a highly positive impact on the farmers with many benefits and opportunities for them as well as their standard of living will be changed for the better than before. Therefore, the project has no impact and reduces poverty by providing many benefits and opportunities such as financing support, agricultural market linkage, agricultural connectivity, and enhancing food quality and safety.

20. DISASTER RISK REDUCTION
Is any activity or output of the project related to Disaster Risk Reduction?
21. GENDER ANALYSIS: (How does the project affect the roles of the men and women in the project area? Will women be actively involved in the implementation of the project?)
As mentioned in question number 18, every output has strongly empowered women's participation, but it is not affecting the roles between men and women. In addition, output1 has developed an environment social management system or information sheet for PFIs proposal, which this template will help women farmers easy to access finical credit. Output2 has encouraged women as ACs, AEs, native chicken-raising farmers, and chicken producers. MAFF as output2 has been selecting PACs 26,914 pax (F: 17,842 pax, 66%), AEs 4,314 pax (F2,804 pax, 65%), 280 of poultry (F 64%). The results show that women have a higher percentage involved in this project than men. Moreover, output3 implement by MRD, which they have a strategic plan to give road safety training to women at 50%, and also recruited among local hires for skilled and unskilled positions to involve in the project. MRD has been developing infrastructure plans including for rural road rehabilitation and building construction, which will integrate socially-inclusive and gender-responsive design considerations such as accessibility for persons with disabilities and safety criteria such as lighting, visibility, and privacy for females, among others. As described above, this project provides many opportunities and encourages women to involvement in the project.
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?)
The Ministry has the capacity and experience to implement the project. The Ministry of Agriculture, Forestry and Fisheries deployed technical staffs to support ACs, AEs and farmers in agricultural section. The Ministry of Economy of Finance also work with PFIs to provide loans to ACs, AEs and farmers while the Ministry of Rural Develop will improve the rural roads in the 6 targeted provinces. These activities are being implemented by technical staff from those 3 ministries with the assistance from national and international consultant team.
23. STATUS OF PROJECT IMPLEMENTATION: (Provide a brief update on the progress of the project to date. Discuss any major problems causing delays in project implementation.)
1. The Ministry of Economy and Finance has provided credit schemes to two financial institutions: ARDB & SPNB to provide lending procedures to agricultural enterprises, agricultural cooperatives, including local poultry farmers, and to date both banks have provided some agricultural enterprises already. 2. The Ministry of Agriculture, Forestry and Fisheries has identified 232 agricultural cooperatives, 50 agricultural enterprises, 201 local poultry farmers, 50 hatcheries and 36 village veterinary. In addition, the Ministry has provided technical training to many stakeholders. 3. The Ministry of Rural Development has completed the construction of roads: road construction in Kampong Thom province is 34.58%, Preah Vihear province achieved 36.79%, Oddar Meanchey province achieved 37.38%, Siem Reap province achieved 27.41%, Tbong Khmum achieved 18.65% and Kampong Cham achieved 19.89%. 4. Due to Covid 19 pandemics, some agricultural enterprises and some agricultural activities ceased their operation.
