13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
This project aims to: - Develop a functional and robust Digital Platform for STI Policy M&E, - Deploy the developed platform across the public sectors and relevant stakeholders to achieve STI Policy 2020-2030’s goals and objectives, and - Establish STI data storage and management hub for STI policy making.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
In order to achieve the objectives of this project, these components have to be done completely: 1. Feasibility Study on Current Practices on Platform for STI Policy M&E across the public sectors, 2. Basic Design of Digital Platform for STI Policy M&E, 3. Detailed Design of Digital Platform for STI Policy M&E, and 4. Established M&E Working Group for Implementation of the Digital Platform for STI Policy M&E across the target public sectors. To achieve the said components completely, these activities have to be taken action successfully: - By December 2022, all Feasibility Study Activities (including construction of questionnaires, data collection, training/workshops, analysis and synthesis, approved and published reports); - By December 2023, Development and piloting of Basic Design of Digital Platform for STI Policy M&E (including approved and published reports/manual and training/workshops); - By June 2024, Development and deployment of Detailed Design of Digital Platform for STI Policy M&E (including approved and published reports/manual and training/workshops); and - M&E Working Group Establishment Activities (including candidate/offices selection and implementation of M&E Digital Platform developed across target sectors). Government, policymakers and public sectors engaged in STI policy will receive following to track the progress and the performance of the STI Policy implementation: - Report of Feasibility Study on Current Practices on Platform of STI Policy M&E across the public sectors; - Report of Complete Basic Design of Digital Platform for STI Policy M&E; - Report and Manual of Detailed Design of Digital Platform for STI Policy M&E; - M&E Working Group completely implementing the Digital Platform for STI Policy M&E within at least 50% of all public sectors; and - By the end of 2024, at least 50% of all public sectors and relevant stakeholders will be using this Digital Platform for STI policy M&E.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
Public and private sectors are engaged in science, technology and innovation (STI) services, researches and consulting activities. Such activities have contributed to policy making i.e. STI policy 2020-2030. Therefore, the implementation of the STI policies must be effectively monitored and evaluated. Current Monitoring and Evaluation (M&E) practice is based on conventional procedures i.e. paper based which produce bias results. Thus, it is crucially required an applicable M&E system which produce real-time STI policies implementation progress data and report. In this regard, M&E Digital Platform is the best option for monitoring and evaluation the STI policy 2020-2030. M&E Digital Platform is described as set of systematic functions supportively monitoring, evaluation, data collection, data management and storage, and other performance management and learning tasks. M&E Digital Platform is one of key driver in the M&E strategies in STI Policy 2020-2030 approved by the Samdech Prime Minister of Cambodia in December 2019. This acknowledges the necessity of a functional and robust M&E Digital Platform for STI policy implementation which must be developed, promoted and deployed within MISTI and the relevant stakeholders.

This project will be beneficial directly to the public sectors and policymakers, especially related to STI Policy implementers, and it will be indirectly affecting goals and objectives of STI policy 2020-2030.

There is no negative impact on public and private sectors as well as the surrounding environment. However, it provides a lot positive impacts on those sectors and surrounding environment as it will provide a sustainable M&E Digital platform and transform into practice that is good for tracking process and management of STI policy implementation within public sectors.

The Ministry has skills and experience to implement the project; however, technical advisors and external cooperation from public and private sectors will be needed for better implementation.

It is a new project and seeking financial supports.
