The project will support the clean air plan by providing equipment to monitor pollution sources and air quality in the area and providing a better understanding of emissions from stationary air pollution sources. Also, it will support in establishing the inter-ministerial working group in developing national policies and regulations. |

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.) |
To enhance monitoring and management of air and climate pollution by increasing the capacity of Department of Air Quality and Noise Management (DAQNM) and provincial departments of Ministry of Environment and improving inter-ministerial cooperation on policy related activities. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
1. Developing an updated sub-decree on Air pollution Control, Noise and Vibration Management under the coordination of DAQNM
2. Setting up a data platform on air quality monitoring and training DAQNM officer for using air quality monitoring system
3. Piloting monitoring of SLCP (mainly black carbon) and air pollution from stationary sources and strengthening capacities on air quality management plan and reduction of SLCP emissions at national and sub-national level. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Camdodia has challeges and issues to be addressing including:
- Tendency of increasing the level of air pollution in the atmosphere
- Current sub decree is not fully adapted to the current level of social and economic development and current status of environmental pollution
- Insufficient monitoring equipment to monitor SLCPs and air pollution from coal operators of these plants on potential mitigation measures
- No data platform for air quality monitoring and pollutant emissions from industries and limited capacity for using the system. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
1. The project will support the existing efforts of the Air Quality and Noise Management Department
2. Supporting in establishing the inter-ministerial working group in developing national policies and regulations
3. Supporting public education air quality management and public health prevention.

The voice from effected communities, especially women and vulnerable group, will be heard during monitoring missions and considered as the main key inputs for policies and regulation development. The project will provide positive impact on people health at the project site (air quality monitoring sites) and the poor and vulnerable group will gain health benefit from pollution control measures implemented by the government. Thus, the project will contribute to reduce the poverty. |

The project established a project team by assigning officials from the Department of Air Quality and Noise Management (AQNM), however, the project needs to recruit national or international experts.

The project is starting in the early 2021 and planned to finish in 2022. |
