The project aims to improve living standard of the rural poor which contribute to the economic and social development, enhance wellbeing of people and narrow the gap between the poor and the rich as well as promoting sustainable development. The project is going to expand production capacity cooperation in areas such as supporting industries, machinery and equipment to tackle challenges faced by communities' economies. |

- Create and sustain culture of cooperative living for inclusive and rapid

- Contribute towards social empowerment by engage all sections of the
community in the task of village development. |

- Improve living conditions of the poor
- Establish and Promote business cooperatives and strengthening their capacity
- Identify potential business for the poor; and
- Study on product value chain.
There are 4 main components:
1. Rural Infrastructure Development
2. Establishment of Business Cooperatives and Livelihood Improvement
3. Capacity Building for Community and Officials
4. M&E and Project Promotion

15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Cambodia is one of developing countries in South-East Asia. Since the end of its long civil war, most of people in the rural areas has lived below standard of living and they have strongly relied on traditional agriculture. Moreover, some communities have encountered many challenges such as lacking of agricultural technologies, entrepreneurial skills and agriproduct market, etc. Because they are mostly farmers, one of the most challenge of local community is accessing their agriproducts to markets. As a result, the middlemen take the opportunities to gain the benefits from local community by setting up the price lower than the actual market. Most of the poor are limited of education, knowledge, skills and creativeness in doing business, so they feel hesitate and afraid of doing it. The increase of migration to the urban causes the lack of labor and low
productivity in the rural areas, but make the urban overpopulation. Sense of community
cooperatives is one of the ways to help them get rid of poverty and able them to be united,
reduce of migration to the urban and be stronger in managing cooperative business. This project will scale up activities in the same targeted areas right after the completion time of the pilot project in 2020. It will push more potentials in the villages and to sustainable the development in the area. The project is also aiming to provide rejuvenation of living environment and infrastructure, adapt technologies and equipment necessary for increasing productivity in the rural cooperative businesses. The project will provide more capacity building and business development which contribute to improve the quality of management and small business development. The project proposes to have initiative start up for businesses in the targeted areas with skill training and other supporting services for the participants. |

- The project involves the community in order to make as the ownership of the project. And this matter will help them to be self-managed in some projects in the future as they will gain skills and knowledge which the project provides.
- The project promotes the cooperative sense in the community, for this is also maintain the project's objectives. Providing them with mindset change, capacity building, and best practices will strengthen the sustainability.
- The project also helps the community to conduct and follow some rules and regulations because those will prevent some arguments in benefit sharing.
- Subnational level, local government, and other relevant parties will monitor and facilitate some community's activities after project completion |

- As of March 2021, the project is under revised of its plan since there are some changes in the target areas during the outbreak of covid-19. That causes some activities not be able to implement and the new activities are proposed instead.
- Since December 2021, Project has started its implementation. |
