13. PROJECT OBJECTIVE: (Describe the major purpose of the project.) |
This project aims to analyze current performance and practice of logistics business industry in Cambodia for promoting and improving logistics business industry. The project, specifically, focuses on the followings;
• Conducting a study of current performance and practice of related logistics business and services in Cambodia’s logistics industry;
- Developing a guideline of grading system for the certification of related Logistics Services in Cambodia’s Logistics industry;
- Capacity building and related knowledge enhancement for public and private sector in logistics business industry sector through academic school program, trainings and exchange visit in third country;
- Implementing a pilot project. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
• Conducting a study
- Data collection and corporate survey with key stakeholders
- Conduct consultative workshops with key relevant stakeholders to collect inputs
and comments
- Conduct interim and final survey report
- Publishing final survey report and sharing in a dissemination seminar
• Developing a guideline of grading system and introducing the grading system
- Draft Guideline of Grading System
- Reviewing Draft Guideline of Grading system with Stakeholders in the consultative workshops or meetings
- Finalizing and Approving Guideline of Grading System
- Implementing an introducing grading system with relevant corporate and/or company in logistics service as a pilot project
- Conducting a dissemination seminar
• Capacity building and related knowledge enhancement for public and private:
- Scholarship program Target: Poor and/or vulnerable students (10 pax), Public sector and Private sector engaged in Logistics Business industry
- Internship program: cooperate with a selected logistics company to design internship program for scholarship students
- In-house Training: 25 participants from public and private sectors
- Oversea training: 10 (Including Director of General Department of Logistics and selected private sector involved in logistics service business)
- Exchange study visit: In Cambodia and Third country
- Period of oversea training: 7 days for 2 times, (6 times during the project period)
• Implementing a pilot project
- Introducing guideline and grading system with relevant logistics service providers company for certification of their performance
- Providing a scholarship to 10 selected candidates to take academic study in a selected university in Cambodia and/or GMS countries. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
• With NLC and NLSC recently established, GDL’s management capacity, as the secretariat will play a key role in the further development of the logistics sector, is in need for strengthening.
• With approved Logistics Master plan indicating the Enhancement of Logistics Business Industry in Cambodia and Pilot Project Implementation, this proposed project will contribute to the achievement of project implementation and specifically to determine the key inputs for the project
• In accordance with expanding economic activities, diversified logistics services and widening logistics industry will be happened in Cambodia. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
Overall, the project will have the following economic benefits to each beneficiary;
• MPWT will be able to solve and improved efficiency and competitiveness of logistics business industry to roadmap the implementation of the project which also highlighted logistics masterplan;
• Government revenue will be increased through tax and import-export duty, this is due to improved trade facilitation and logistics business environment;
• Other relevant government agencies can use the result report of this project as their reference for their own interest;
• Both public and private agencies will be able to enhanced capacity or human resources in skill and knowledge associated to logistics business and supply chain management through scholarship and internship program;
• Logistics service providers and relevant agency could benefit through the presence of next phase of the implementation the Enhancement of Logistic Business Industry in Cambodia;
• Vulnerable / poor students will be able to provided scholarship program which is contribution of poverty reduction in Cambodia. |

The project has no activity which will negatively affect to social and/or environment. In contrary, the project will, in the future, positively and indirectly impact to social and economic aspect through better practice of logistics business and increasing corporate tax to the government. |

Ministry has some resource person with skills and experiences, however, international specialist, and experts are required to contract for technical support in designing and preparing instruments for the project implementation.
