The main Project outcome: Persons with disabilities and women affected by GBV benefit from access to sustainable ,quality, inclusive services. |

The project collaborates with MOWA, MOSVY/DAC and MEF to contribute to ensure:
1- Relevant RGC entities plan and utilises their resources more effectively for GBV and disability-related services, in accordance with MEF guidelines
2- RGC, CSOs and private sector sustainably improve the coverage, quality and inclusiveness of services for persons with disabilities and women affected by GBV

15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
This project aims to improve the public services for women and girls affected by gender based violence and persons with disabilities. These groups are among the disadvantaged populations and the current public services and policy coordination are limited in addressing the needs of the groups. The groups need specialized services and providers have to specialized training, for example, psychosocial and mental health counseling, legal counseling and procedures, forensic examinations, prosthetic and orthopedics. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
Direct beneficiary groups are: women and girls affected by gender based violence and persons with disabilities.
Indirect beneficiary groups: providers of gender based violence services and of disability services in the target provinces and officials of MOWA and MOSVY and DAC.

The project works with the capable teams of MOWA, MOSVY and MEF to coordinate project activities and

This is a five-year project (2018 -2023) and as of August 2021 the project is entering its Year 4, having finished the phase 1 (Sep 2018- Sept 2021).Progress update of the project
ACCESS is supporting Royal Government of Cambodia through Ministry of Women’s Affairs to Develop and Implement the 3rd National Action Plan to Prevention Violence Against Women2019-2023(3rd NAPAVAW 2019-2023).
Key majors achievements
• 3rd NAPVAW official approved, launched and disseminated to the relevant stakeholders
• 3rd NAPVAW Annual Operational Plan was developed and approved and are applied by line ministries/institutions, 12 out of 20 has submitted their AOP to Ministry of Women’s Affaires
• 3rd NAPVAW M&E are establishing.
• 2nd Cambodia Gender Assessment was conducted, approved and printed
• ACCESS support MoWA to implement 4 key strategies priorities of 3rd NAPVAW:
1. Prevention
2. Legal protection and multidisciplinary services;
3. Formulation and enforcement of laws and policies;
4. Monitoring and evaluation. |
