Agricultural Data management​ system is a system that gathers all important information related to farming practices, such as technical information, geographical information, climate information, pest/disease data, climate change adaptation data, and agricultural market information data. It provides farmers, agricultural cooperatives, policymakers or other agricultural investors have access to that information for making the decision, planning to grow a crop or produce any product effectively and also responding to market demand (both Quantity and quality) local market, regional market and international market. In addition, the use of information technology for agriculture can help farmers and farming communities solve any challenges in the production process in a timely manner.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
(1) To increase the efficiency of managing important data and information for agriculture through information and communication technology (ICT) system to support promoting and disseminating information more effectively to various stakeholders. (2) To Promote and increase the productivity of agricultural production and markets through the use of information and communication technology (ICT) systems.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The Data Management Center for Agriculture is a source of information for use in the development of agriculture, forestry and fisheries. The system is involved in addressing challenges and making recommendations for production and marketing planning to move the agricultural sector towards IT governance. The implementation of this project requires the cooperation of the target units to implement the relevant projects in collecting and providing information for integration into the central data management system of the Ministry, which is managed by the Agricultural Information and Documentation Center to make it easier for stakeholder to retrieve to use for their purpose. In order for implement this project, it require to set up the server center that can have sufficient capacity to store a wide range of documents and information for the benefit of agriculture, forestry and fisheries sector. The project implementation team will work with relevant sub-sectors to develop a pilot application on the use of automated management technology for smart agriculture and the use of information technology as a technical assistance in the production process in each target area. In the implementation of this project, there are two main components to contribute to the implementation of the project: (A) Information and Communication Technology (ICT) Working Group: The ICT technical team will facilitate the installation or installation of a convenient data storage and management system for the executives of the relevant sub-sectors to optimize their work and stakeholders can retrieve for their purposes. The ICT Technical Team will organize training seminars for relevant sub-sectors and development partners to use and extract important data or information for their own benefit. (B) Relevant sub-sectors: The expert sub-sector team will be involved in providing input or technical assistance in their respective sectors, as well as cooperating in the implementation of pilot projects in selected targets and promoting the collection of data in its sub-sectors at the local level for inclusion in the data management system.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
In line with national development strategic plan 2023-2027 of the royal government of Cambodia, according to rectangular strategic plan for 4th mandate in order to promote agricultural sector to be fitted with the social trend change, the progress of current information technology and climate change, therefore through the establishment of agricultural data management center for the smart agriculture, it will help in pushing up and increasing the efficiency of sub-sector team’s works and production to be more quality and effective to meet local, regional and national market demand as well as contributing to economic growth and poverty reduction in Cambodia.

(A) Producers: Use the information in making the decision whether what is supposed to be grown or produced? When? And where to sell? On the other hand, they can use to take off their technical issues during the production process (B) Investors: Through Data Management Center they could know and seek the potential areas for agriculture investment and they could make decisions in choosing locations based on the opportunity, advantage, and they are favorite. (C) Non-governmental Organizations: Use information for planning or project development according to their organization’s vision, mission to respond to the basic demand and priority of their target group (D) Government: Use information for development national development strategic plan (E) Students: Serve as the source of information that they could use for their study and research according to their topics

This project will not give negative impact to people and environment, but it contributes in saving time and labor in managing farm and increasing farmers and farmer associations’ production capacity and income as well.

This project will make it eases to the women for participating in agriculture works through using ICT system in managing their farm which they could save a lot of time and labors and help them in making decision faster and more accurate in production of what they should produce? When? And where should sell or who is their customers? On the other hand, through this project, it really encourage and support women to participate actively in the project location.

Ministry of Agriculture, Forestry and Fisheries has enough experience in organizing and implementing this project.
