13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
-Improving rural livelihoods through job creation for farmers -Increasing source of revenue from rubber exploitation and reduce poverty in rural area -Create a source of revenue to the national economy through rubber exports -Environmental protection against extreme drought of nature and prevent soil erosion.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
• A credit component, aimed at financing the material investment cost of rubber planting by small holders through their cooperatives • A component “technical assistance to small holders planters and their cooperatives”, which will (1) contribute to the initial financing for establishing a technical assistance network for the beneficiary new small holders (in the 7 selected districts), and (2) will provide advisory services to 15 cooperatives of existing household rubber farmers throughout the country, in order to improve the quality of their production within the framework of contract farming agreements with established processors/exporters • A component “support to rubber cooperatives”, which will (1) support the creation of commune and district levels rubber smallholders cooperatives in the 7 target districts for small holders rubber development, and their institutional strengthening until they become sustainable, at the end of the project, and (2) support the creation of new cooperatives of rubber small holders or strengthening of existing ones • A component “project management and support to the rubber sector”, which will support the project management unit (PMU), support the monitoring evaluation system, , support the accreditation of bud wood gardens, CRRI research activities, the establishment of two sub-offices by RDB in the selected provinces and technical assistance to BDR, and finance a support fund for rubber contract farming development, which will be used to finance investment and activities aimed at improving marketing and quality of rubber in the 15 cooperatives of existing household rubber farmers supported by the project. This component will also support the implementation of the recommendations of the studies on the rubber sector and on marketing/processing of rubber in Cambodia.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
- Rubber plants as a priority in the development which is in its rectangular strategy of the Royal Government - The development of rubber plantation by poor farmers who require support long-term credit and provide technical support, so that they are available to produce quality rubber and sustainability.

Farmers smallholder, officer and researchers will receive the benefit directly from this project
