1. This project will accelerate, facilitate and increase the implementation of education, prevention/obstruction and suppression of corrupts practices and dissemination of anti-corruption work quicker, more straightforward and more effective to sub-national administrations, local communities and the general public in Cambodia. This is an important driving force in achieving Policy 1.2: Strengthening Accountability and Integrity in Public Administration, which is a direct support for achieving the core of the Rectangular Strategy Phase 4 through anti-corruption work.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
- To scale-up coverage of anti-corruption work through better facilitation between anti-corruption unit and publics, sub-national administration and other stakeholders in educating, preventing, obstruction and cracking down corrupt practices and to promote awareness raising amongst people at local level to have clearer perception on corruption. - To the strengthening of the effectiveness of implementation on Anti-Corruption Law in accordance with the prioritized policy of the RGC, 6th mandate of the National Assembly
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
This project is to set up15 Provincial/Municipal Anti-Corruption Offices at 15 provinces. Total land area for each office is around 3,000 square meters, therefore there are 45,000 square meters in total for 15 Provincial/Municipal Anti-Corruption Offices. The physical infrastructures to be built in each office include: 1 ground-floor building, parking space, landscape, fencing structures, drainage/sewer systems, lighting system, etc.,
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
1. This project is indispensable in achieving the core of the Rectangular Strategy Phase 4 by expanding the scope of anti-corruption work, which is indispensable in achieving policy 1.2: Strengthening Accountability and Integrity in Public Administration of the Rectangular Strategy. 2. This project will also facilitate Anti-Corruption Unit to carry out anti-corruption work in all geographical areas in Cambodia, such as expanding education, prevention and strengthening the implementation of anti-corruption laws effectively and also responding to the needs of sub-national administrations, local communities and the publics to participate in the fight against corruption in accordance with the priority policies of the Royal Government of the 6th legislature of the National Assembly.
16. BENEFITS (Who will benefit, directly and indirectly, from the project?)
People at all levels in Cambodia, especially community people and local authorities who previously faced challenges in seeking assistance on filing complaint on corrupt practices and anti-corruption education, prevention, obstruction materials and measures.

This project shall not cause any environmental-social impact on people living around the project sites as this project is planned to locate at sub-national administration campuses and land for this infrastructure is state land. This project truly strengthening anti-corruption work to achieve good governance in the public administration which is finally armed at effective and sustainable economic growth that is backbone of poverty reduction throughout the country.

This project provides more opportunity for women participation. When this Provincial/Municipal Anti-Corruption Offices have been set up, employment opportunity for women in local community will be there, community women would have more opportunity to access to legal justice, awareness on corruption, to report corrupt practices in subnational level and more.
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?)
Anti-Corruption Unit has an expertise consultant team known as Technical Committee on Construction Supervision, officially recognized by the Ministry of Economy and Finance, who have been well equipped with architectural, civil engineering and procurement skills that capable enough to implement this project cost-effectively.
