1. To enhance transport between Phnom Penh and Bavet.
2. enhancement of connectivity between Phnom Penh and Ho Chi Minh city.
3. development of areas along the expressway.
4. improvement of access from farm to market in Phnom Penh.
5. improvement of access to public services (hospital and school) in Phnom Penh. |

construction and operation of 135.1 km 4-lanes toll expressway with design speed of 100-120km/h |

1. The EIRR of the project is estimated at 12% or more. Thus, the project is economically justified.
2. The project is technically feasible with social and environmental impacts within acceptable level. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
1. industries; through higher efficiency in transport of materials,
2. farmers; through easier access to market (Phnom Penh)
3. citizens; through easy access to public services mainly available in Phnom Penh areas. |
