To facilitate the development of value chains in diversified agriculture sector products in selected geographical areas in Cambodia, and to provide immediate and effective response in case of an eligible crisis or emergency. |

The CASDP is designed to enhance market opportunities through an inclusive beneficiary-led approach. The project will have three components, plus a forth zero-allocation component for the case of an eligible crises or emergency. The first component represents the large part of the investments, and will be modular and scalable and adaptable to geographical areas and commodity/value chains. The second component focuses on institutional strengthening and is supposed to enhance the impact of the investments made under the first component in the medium and long term, ensuring sustainability and possible expansion of benefits across Cambodia. This Project comprises the following four components: (a) Enabling Agriculture Diversification; (b) Improving Agriculture Information Systems and Quality Control Management; (c) Project Management, Coordination, and Monitoring & Evaluation; and (d) Contingent Emergency Response. |

CASDP is contributing to Rectangular Strategy Phase 4 and ASDP 2019-2023 are focused on Diversified agriculture value chains and infrastructures. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
The project’s direct beneficiaries are small and medium farmers, organized in producer organizations or cooperatives, and showing potential and interest to develop their farming business; and small and medium agribusinesses (SMA) that are interested in a direct cooperation with farmers, POs to jointly develop their business/value chain. The project will have targeted information material and campaigns to reach out to female farmers and business owners. Additional indirect beneficiaries are all users of improved infrastructure improvements in market linkages, roads, and irrigation water. Improvements in data and information availability and access; and in quality assurance mechanisms (regulatory framework, infrastructure) will have sector-wide benefits. |

I. Component 1: Enabling Agriculture Diversification
• The main activities supporting agricultural diversification are related to supporting the agriculture cooperative (AC) by providing Matching Grant (MG) through the executing agency of Ministry of Agriculture, Forestry and Fisheries (MAFF-EA), and credit line opportunities from participatory financial institutions (PFIs) under the supervision of the implementing agency of the Ministry of Economy and Finance (MEF-IA).
• In order to receive the above support, the agriculture cooperatives (ACs) are required to prepare diversification proposals/business proposals (DPr/BPr) and diversification Plan/business plan (DPl/BPl) with the support from the Technical Service Providers (TSPs), which signed the contract with CASDP. Then DPr/BPr and DPl and DPl/BPl are submitted to the Evaluation Committee (EC) and the Approval and Evaluation Committee (AEC), composed of representatives from the above four ministries and the private sector, for review and approval.
• By May 2023, TSPs have supported 63 ACs to prepare the DPr/BPr. At the meantime, 34 DPls (with 40 BPls) have been approved by AEC to receive the matching grant. 18 DPls (with 24 BPls) from 18 ACs out of the above endorsed DPls have been signed to get the matching grant including 2 ACs in Battambang, 3 ACs in Kampong Cham, 2 ACs in Kampong Chhnang, 4 ACs in Kampong Speu, 5 ACs in Preah Vihear, and 2 ACs in Steung Treng. The total investment for these 24 MGs is approximately USD 1,716,554.54 for investment in cassava production value chain, cashew nut, GAP vegetables, lemongrass, chicken, pig, cattle and beekeeping.
II. Component 2: Supporting Public Infrastructure
• The 43 out of 63 Diversification Proposal (DPrs) above, which were endorsed by AEC, requested the support of irrigation infrastructure with irrigated capacity of 2,839 hectares of land, including the rehabilitation of three (03) community ponds, 06 underground water system, and 05 small reservoirs and canals.
• In addition, the Ministry of Rural Development, as implementing agency in charge of improving rural roads, has received the NOL from the World Bank of around 45.09 Km with the estimated cost of around USD 9,500,000 for 2 packages. 39.66 Km are under the detailed design. The length of the rural road of around 22.53 Km in Kampong Cham province for 03 ACs will have the ground breaking ceremony in June 2023.
III. Component 3: Improving Agriculture Information Systems and Quality Control Management
• This component is implemented by technical line departments under the Ministry of Agriculture, Forestry and Fisheries such as General Directorate of Agriculture (GDA), General Directorate of Animal Health and Production (GDAHP), Department of Agro-Industry (DAI), Department of Planning and Statistics (DPS), Department of Agricultural Extension of the Ministry of Agriculture, Forestry and Fisheries (DEAFF), and Agricultural Information and Documentation Center (AIDOC).
• This component supports the improvement of agricultural information systems, agricultural marketing, implementation of sanitary and phytosanitary systems, food safety and processing management. To achieve the above results, by May 2023, the project implementation team has finalized the ToRs and, on the process, to recruit the consulting firm for Feasibility Study to develop an Agricultural Information System (AIS) and consulting firm of Consulting firm to assess MAFF capacity in developing policy and action plan for implementation of food safety management systems and quality control and we expected the two-consulting firm on board in Q4, 2023.
IV. Component 4: Project Management, Coordination, and Monitoring and Evaluation
• This component focuses on the work related to the coordination of the entire project operation, including the preparation of the annual workplan and budget (AWPB) in accordance with the Project Operation Manual (POM) setting out the procedures of petty cash request and liquidation for the Ministry of Economy and Finance and the World Bank, Monitoring and Evaluation (M&E), Information Management System (MIS), Financial Management, Procurement, Environmental and Social safeguard and Gender Employment.
• The project implementation team regularly monitored the project implementation, the preparation of DPr/DPls of ACs, the provision of agricultural inputs, vegetable, poultry and aquaculture to the beneficiary households of Contingent Emergency Response Component (CERC) under the framework of the Cambodia Agricultural Sector Diversification Project.
• In addition, the project prepared quarterly progress report, semi-annual report and annual progress report and submitted them to Ministry of Agriculture, Forestry and Fisheries, Ministry of Economy and Finance, and the World Bank. Besides, the project also organized various training courses related to the preparation of reports, expenditure settlement, and environmental and social safeguard to the provincial project team at 13 target provinces.
V. Component 5: Contingent Emergency Response
In response to the Covid 19 pandemic in Cambodia, the Cambodia Agricultural Sector Diversification Project of the Ministry of Agriculture, Forestry and Fisheries activated Component 5 in order to support the livelihoods of a number of 15,395 households affected. These vulnerable households received agricultural inputs of vegetable for 3,696 households, 240 net houses, 2,929 chicken cages, plastic tents and materials for catfish fingerling/frog of 2,139 sets. To implement these activities successfully, CASDP signed contracts with three agricultural input suppliers in September 2021. Until now, aquaculture inputs for aquaculture have been fully (100%) completed, for vegetable 100% completed, and the chicken production 100% completed.
