9. THE CONTRIBUTION OF THE PROJECT TO ACHIEVE THE ABOVE POLICY:
The construction of New Container Terminal with 350m long and -14m draft and equipping with the modern port facilities and container handling equipment shall be completely finished in the middle of 2025 or the late of 2025 in response to the volume of cargo throughput at Sihanoukville Port in the last five year with the average rate increase of 14%, especially the unexpectedly increased in 2019 is 18.10% comparing with 2018, contributing to achieve the development of physical infrastructure and the construction of international standard infrastructures.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The objective of the Project is to construct a new Container Terminal at Sihanoukville Port in order to increase container cargo handling capacity, hereby contributing to industrial and economic development of the Kingdom of Cambodia.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The Project consists of the seven (07) major components as summarized below. This scope of the Project may be subject to change during the course of the Feasibility Study. a-Construction of New Container Terminal with 350m length and -14.5m depth; b- Construction of Container Yard with approximately 17.5 ha; c- Access Road Works and Bridge in to Container Terminal d- Dredging Port Basin and Channel with -14m depth e- Procurement of Cargo Handling Equipment f- Administration Building and Maintenance Shop Building g- Consulting Services etc.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
The construction of New Container Terminal with 350m long and -14.5m draft and equipping with the modern port facilities and container handling equipment in order to secure the sustainability of cargo flow in-out with competitiveness quality services and avoiding the future cargo congestion in Port gate in response to Cambodia Industrial Development Policy 2015-2025.

-Directly benefit to 250,000 people of Preah Sihanouk Province; and -Indirectly befit to 16 million Cambodian people.

The Environmental and Social Impact Assessment (ESIA) was approved by the Ministry of Environment referring to the letter Ref. No. 629.Notification.Environment.MOE dated 02 July 2018.

This Project will not affect the roles of the men and women in the Project area. Whereas; the women are an incentive to serve as the staff of the Consulting firms and Contractor’s company during the implementation of the Project

Project Management Unit (PMU), which is the expertized unit and has sufficient experience for implementation of the Project, shall continue to manage and implement the said Project.
23. STATUS OF PROJECT IMPLEMENTATION: (Provide a brief update on the progress of the project to date. Discuss any major problems causing delays in project implementation.)
1- Loan Agreement No. CP-P21 dated 07 August 2017 between the Government of Japan and the Royal Government of Cambodia, 2-The Detailed Design and Preparation of Bidding Document Stage has started from July 2019 and was completed in November 2021 3- Up to the end of 2021, this Project is under the process of selection of Contractor.
