- Open training course for culture public visual art creator, writer, dancer, film dirrector, composers, performance artists and technicians
- Create arts instructor to train principle instructor to help public nonprofessional arts nationwide
- Open Arts Festival crowds provinces and national level to recruit outstanding
- Establish performance art to the public, national and international visitors
