13. PROJECT OBJECTIVE: (Describe the major purpose of the project.) |
1. Improve the travel condition for residents along the route;
2. Promote the economic development along the route;
3. Strengthen the communication between border area and inland area of Cambodia, of great importance for improving the border traffic and promoting the development of border economy of Cambodia.
4. Perfect the road network leading to the Laos, so the traffic from the northern area of Cambodia to Laos can go to NR14A in Laos via Road No.294 besides NR7 in the east bank of Mekong River, thus forming a fast transport line along the west bank of the Mekong River between Cambodia and Laos.

14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
The total length of Road No.294 is 71.34km, of which the main route is 56.9km and the branch roads are 14.44km. The subgrade width is 9m and arranged as: 1.0m soil shoulder +2×3.5m carriageway+ 1.0m soil shoulder = 9m. Pavement Grade is: Double bituminous surface treatment + 18cm graded crushed stone base course (CBR≥100) + 32cm gravel soil subbase course (CBR≥30) + 20cm gravel soil cushion (CBR≥10). There are 8 bridges (width 10m) with total length of 280m and 167 culverts.
The Cross Border Bridge at Tonle Ropeou (Cambodia) - Selamphao (Laos) will be built over a tributary of Mekong River, the bridge length will be 145m and the bridge width will be 13.5m. The bridge will connect Road No.294 in Cambodia and NR14A in Laos.
The Border Control Facility locates in Kampong Sralau Mouy Commune, Chhaeb District, Preah Vihear Province. Total Planning area of the border port is 13700 m2, and the total building area is 2040m2. There are four lanes in total for Entry-Exit Border Inspection.

15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Strengthen the connection among NR9, NR7, NR62 and NR92. Situating between south-north NR62 and NR7, the Project will intensify the road network from NR9 to the border and change the original linear traffic into network traffic.
Promote the social and economic development of areas along the route and the development of boundary ports, and enlarge the economic radical scope.
Accelerate the traffic collection and dispatching in northern Cambodia and improve the traffic condition, thus providing favorable infrastructure for the development of tourism, saving the traveling time, raising the tourist taste and image for the northern provinces of Cambodia.
It links east-west NR9 and NR92 conveniently, which strengthens the national defense infrastructure and adds another fast transit line for military transportation and logistics support.
Meanwhile, the construction of the Project can promote the mutual communication and economic and trade cooperation among countries in the Great Mekong Region, enhance the peaceful development of those countries, and ensure regional safety and stability.

The Social & Environment Impact Report is being prepared. A certain quantity of house demolishing and land acquisition shall be conducted during construction. However, the completion of this project will exert positive influence on land utilization of this region, giving a strong support to the development of this region.
Corresponding measures against adverse environmental impact factors will be taken during the design period, construction period and operation period, so as to eliminate, retard or reduce the adverse impacts on environment and to achieve the purpose of environmental protection.

Has completed Preliminary Design Scheme and Feasibility Study Report in January, 2015.
