- This project promotes the telecommunications sector, information and communication technology to bring the best of new technologies from DWDM transmission systems, to spread knowledge to people of all ages to all provinces and rural areas in the northwest of the country.
- Constructing underground fiber optic cable network and equipping DWDM transmission system with the development of FTTH network in the town from Serei Sophorn-Banteay Chhmar-Samrong-OSmach (National Road No.56) 165km, Kralanh-Samrong-OSmach (NR68) 115km, Samrong-Anlong Veng 160km, Anlong Veng-Sraem-Preah Vihear 110km, Sraem-Choam San-Tbeng Meanchey-Preah Vihear 92km, Sraem - Preah Vihear City (NR62) 92km, Dam Dek - through Bakong Temple - Preah Vihear City (NR64) 145km, Siem Reap City - Anlong Veng (NR66) 135km.
- Development FTTH network 40 locations, Setup equipment DWDM transmission system 11 set at the terminals station and construction 40 buildings for commercial branch.

- This project encourages the telecommunication information and communication technology sector to bring the application of the latest technology and using the DWDM transmission system with the development of outsit plan network FTTH to the customer location.
- Disseminate knowledge to people of all ages to all provinces and cities and people in rural areas.
- Cooperate on the management of the national Internet gateway, accelerate the national economic growth to grow rapidly.

- Use 96core fiber optic cable as backbone and 48core fiber optic cable as Access. Equipped with DWDM transmitter at the main station. Install and expand out site plan fiber optic cable (FTTH) network, equip IP Router, optical line termination-OLT in urban areas with economic potential. Use plastic tubes and other technical equipment. |

- Support poverty reduction policies and increase the knowledge of the people by using telecommunications information and communication technology to increase development.
- Maintain order for hundreds of telecommunications infrastructure, information and communication technologies.
- Bring low-cost, cost-effective services to consumers.

Serve telecommunications information and communication technology to local people, authorities, public and private institutions, schools, businesses, handicrafts, bank, microfinance, Internet service providers (ISPs), telecom operators and companies to maintain national security and contribute to the rapid growth of the national economy. |
