Improved livelihood of the smallholder rubber farmers in Cambodia is achieved through developing fine-tuned investment strategy and policy based on diversity of farm types and To improve the efficiency and management of natural rubber statistics information. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
• Collecting information from family rubber farmers
• Develop a system of implementation of rubber smallholders
• Sharing knowledge to other farmers, rubber and other families
• Project management and support.(i) Establish rubber information and statistics system, (ii) Building the capacity of officials to collect, manage and use natural rubber information, (iii) Collecting rubber data (iv) Management and updating rubber information and statistics system. |
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
Since 1957, the Royal Government has initiated the development of rubber smallholders and private rubber cultivation around rubber industrial. The development of rubber smallholders was terminated by civil wars in the late 1960s. Rubber smallholder’s cultivation was restarted in 1990 without technical and financial support. In 1999, a rubber smallholders’ project was started that supported by the French Agency for Development (AFD) at Kampong Cham province for 10 years (1999-2008) that planted on 4,041 hectares, equivalent to 1,288 households. Since 2004, rubber smallholders have started to grow up that using own resources. As of 2018, the total area of rubber smallholder is 161,103 hectares, or 34,166 households with 119,837 hectares of tapping areas, equivalent to 26,600 families. Due to the complicated rubber crop techniques, rubber stallholders have a limited understanding of the planting techniques: (1) rubber plantations are poorly maintained and not fertilized apply, (2) soil preparation and (3) open tapping in accordance with technical standards of rubber. Therefore, in order to increase the productivity of farmers, the technical standard, we need to check the farmers' practices, and develop the Good Agriculture Practices (GAP) system of farmers to sharing to other rubber smallholders to increase their productivity. |
16. BENEFITS (Who will benefit, directly and indirectly, from the project?) |
The beneficiaries of the project are agriculture association of rubber smallholders and rubber smallholders in 20 provinces. Additionally, 20 Rubber officials of the Department of Agriculture, Forestry and Fisheries will participate in the project. The project will benefit all rubber farmers to understand each other's technical practices.Natural Rubber statistical is an important input for analyzing the current rubber situation in Cambodia and also use for forecasting natural rubber trends in the future that can make plan and policy for the development of natural rubber accurately and practically. Currently, management of natural rubber statistics are using Microsoft Excel and sent to each other via email (Email) or Telegram. It takes lot of time and almost error which difficult to assemble and analyze the data. These shortcomings need to be improved statistically, with the need for a new advanced information system. Therefore, it is necessary to have a project "Management of information and statistics of natural rubber through ICT". |

Reduce GHG emissions by combining carbon dioxide (CO2) from the environment and forest cover.
Reduce soil nutrition and soil quality degradation
SOCIAL IMPACT
- Increase rural jobs, reduce the migration of people
- The project will promote food security (at the stage of growing the crop), enabling farmers to earn extra income and regular income for food
- Help families to grow rubber to grow crops that are conducive to growing and yielding, which is a crop that can profit more than other annual crops. |
