To participate of preventing HIV/AIDS spreading in the Office of the Council of Ministers in order to promote civil servant's quality health. |

A project that involved in participating quality health promotion of civil servants at all level. |

HIV/AIDS is one of many challenged issues that has barred in social development. After having seen this issue, the Royal Government of Cambodia has paid a lot of attention by creating National AIDS Authority and get effective outcome parallel with the Millennium Development Policy of the United Nation regarding the HIV/AIDS spreading prevention. Even though the Royal Government of Cambodia achieved the effective outcome, but it still continues the barrier of social development that we cannot overlook this issue. So this action plan is a compulsory instrument that need to be traced, assessed and continuously updated to meet the today actual situation and the future as well in order to promote the Cambodian society stepping to eliminate any barriers for sustainable development. |

The civil servants and their families of the Office of the Council of Ministers avoid HIV/AIDS affection. |

The Office of the Council of Ministers has experience for working in this project and we need some more experienced staffs to improve this work more effectively.

The AIDS Committee of Council Ministers needs to increase their knowledge and skill in the area of HIV/AIDS analysis, advocacy and some leaders of the Council of Ministers pay little interest in HIV/AIDS issue and the working group also lacks of materials and financial resources support in implementation as well. |
