13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
1. Enhancement of transport between Phnom Penh and Sihanouk Ville autonomous port. 2. Enhancement of transport and connectivity between Phnom Penh and Sihanouk Ville. 3. Enhancement of safety driving, reducing traffic jam, and reducing traffic accident. 4. Development of areas along the expressway. 5. Improvement of accessibility from farm to market in Phnom Penh. 6. Improvement of accessibility to public services (hospital and school) in Phnom Penh.
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
Construction Project of Phnom Penh- Sihanoukville Expressway starts from Phnom Penh and passes through Kandal, Kampong Speu, Koh Kong, and end at Preah Sihanouk Province. The total length of this project is 187.05km.
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
The project is technically feasible with social and environmental impacts within acceptable level.
16. BENEFITS (Who will benefit, directly and indirectly, from the project?)
1. Industries; through higher efficiency in transport of materials and other import-export goods via Sihanouk Ville Autonomous Port. 2. Farmers; through easier access to market (Phnom Penh). 3. Citizens; through easier access to public services mainly available in Phnom Penh areas. 4. Investors; through lower cost of transport and reduction of traveling time.

According to studies, residents’ houses along the way will be relocated. Farming and rice field are also affected, but there will be an appropriate resettlement policy for those effected area. Moreover, the project will also assist in alleviating poverty.
