The main purpose of this project is to enhance Cambodia logistics information system for the logistics service providers (LSPs) foreign direct investment (FDI) environment, and government agencies reliably and timely for their business and decision making. |
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.) |
The Royal Government of Cambodia has recently launched the fourth phase of its "Rectangular Strategy of Growth, Employment, Equity and Efficiency (2018-2023)", which along its "Industrial Development Policy 2015-2025 (IDP)", aims to properly sustain the economic growth by accelerating a transformation of the industrial structure from simple labor-intensive industries to a high value added, technology-driven industries. Logistics sector plays as significant role in Cambodia economics development for modern industry development context in both micro and macro level, Unfortunately the current state of Cambodia's transport and logistics sector is a high cost, slow and inefficient industry, logistics bottleneck, a poor network of transportation infrastructure and logistics there are no logistic statistics information for logistics service providers and users and government agencies itself or lack of reliable logistic statistics information. Under such shift of the economic structure, the improvement of the logistics system is an indispensable issue for Cambodia to transform and modernize Cambodia's transport and logistics to an affordable, speedy and efficient industry. In this regard, the logistics report is very important for analyzing and estimating the development of the transport and logistics sector in the country so that we need all kind of the logistics database in order to make it done. However, the related logistics database record is not in the central, is to be separated into part of the organization or institute for this reason we need Cambodia Logistic Information Management System (LIMS) as the central logistics information center to collect and connect all related data together. To achieve the purpose of project, have to conduct the following activities:
1) Launching media campaign to promote and encourage all logistics service provider (LSPs), Logistics Service Users (LSUs) and government agencies.
2) To develop the relationship between private logistics sector and government agencies and link the Logistics Database System to CNSW, SYCUDA system or other important source.
3) Set up Software and Service - e-platform, mobile, web, database management.

15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.) |
LIMS center building will be established under the supervision of the Department of Logistics Information and supported by the General Department of Logistics, Ministry of Public Works and Transport, Cambodia as well as other relevant stakeholders and development partners.
LIMS can collect market, client and competitor related information to support FDI, government decisions, and the business decisions into expand current operation for developing national economics. The collected information can be used to support organization's strategic operations for completing into structure, good human network, creative research ability, intelligence resource management.
LIMS will provide outcomes as following:
-Store the integrated data into logistics database
-Store all kind of the logistics legislation or legal framework documents
-Process data and report to National Logistics Steering Committee
-Make a proper monitoring and evaluation to evidence-based policy making strategic planning
-Make Government to government (G2G), Government to Business (G2B) and Government to customer (G2C) e-platform conduct online business among logistics operations.
-Create database of logistics information for instant online communication through web and mobile application for facilitate G2G, G2B, G2C, and business networking among logistics operations.
-Provide information hub on the most updated regulations and agreements
-Spread the news, events and the related information on transport and logistics
-Improve the Logistics services based on the report of the data from various sources that integrated in Logistics database system.
-Reduce of economic losses because of the decision making with uncompleted information
-Services on time with logistics database system
-Increase the Logistics Performance Index (LPI) for promoting logistics sector
-Improve in reliability of logistics service providers |
