Human resources development and institutional strengthening through capacity building for the improvement of the Logistics development sectors and better implementation of Logistics Master Plan. Having a clear M&E system for logistics sector is crucial tool for monitoring and evaluating the progress of logistics development sector in Cambodia.

13. PROJECT OBJECTIVE: (Describe the major purpose of the project.)
The project aims at enhancing the performance of Monitoring and Evaluation on Cambodia’s logistics development sector and to strengthening the M&E capacity of Department of Logistics Monitoring and Evaluation of General Department of Logistics for effective monitoring and evaluation of logistics sector in Cambodia and the Logistics master plan. The specific objectives of this project are as followings; - To create M&E system and database for logistics development sector for monitoring and evaluation purpose - To enhance and strengthen capacity of M&E officials through building capacity in defining key indicators, data collection and management, statistical management skills and M&E report preparation
14. PROJECT DESCRIPTION: (Provide a description of the project and all its components.)
The project aims at enhancing the performance of Monitoring and Evaluation on Cambodia’s logistics development sector and to strengthening the M&E capacity of Department of Logistics Monitoring and Evaluation of General Department of Logistics for effective monitoring and evaluation of logistics sector in Cambodia and the Logistics master plan. The key components of the project include the following; 1). Developed M&E tools and system and logistics database to monitor and store logistics data at Macro, Sector, Firm and Project level as well as monitor and evaluate each strategy/component of the Logistics Master Plan 1.1) Workshops and technical meetings are conducted with relevant stakeholders to identify key indicators for M&E tools and system creation 2/. Conducted trainings on M&E, basic statistics, data collection and processing, reporting and on-job-training on creating M&E tool and system for monitoring and evaluation 2.1/. Enhanced M&E capacity and skills of DLME officials in Monitoring and Evaluation on logistics development sectors at Macro, Sector, Firm and Project level. 2.2/. M&E officials are capable of updating the progress of the implementation of each strategy/component of logistics master plan; 2.3/. Exchange study tour on international best practice of effective logistics monitoring and evaluation; 3). Prepared M&E report and annual report on the implementation of Logistics Master Plan and the progress of logistics development sector 3.1). Reviewed the pending issues that needs to be dealt with, and action that needs to be taken to cope with issues delaying the implementation; 3.2). Compile the status of each strategy/component, identifying the progress being made and pending issues, and the Action Plan going forward, effectively utilizing information collected through NLC, NLSC, and technical working group sessions 3.3/. Publish the annual report and post the report on the MPWT website 3.4/. Documented a knowledge product: a case of the baseline and follow-up studies of logistics development in Cambodia
15. PROJECT JUSTIFICATION: (Give reasons why this particular project is considered worthwhile.)
- With NLC and NLSC recently established, GDL’s management capacity, as the secretariat will play a key role in the further development of the logistics sector, is in need for strengthening. - Although inter-ministerial and private sector consultations have been conducted and logistics issues have been addressed, the issues are not dealt with effectively, nor in a timely manner - In order to monitor the progress and effectively identify delays and issues, the monitoring capacity for the Master Plan needs to be developed and published in a form of a logistics annual report - Logistics development sector is also taken into consideration in the RGC’s IDP 2015-2025
16. BENEFITS (Who will benefit, directly and indirectly, from the project?)
Overall, the project will have the following economic benefits to each beneficiary; - GDL’s management and coordinating capacity will increase, thus effective facilitation of the NLC and NLSC will be possible (GDL as direct beneficiary and all members as indirect beneficiaries), - DLME official capacity in M&E on logistics sector will be strengthened With GDL’s active mediation and coordination between inter-ministerial and private sector, logistics issues will be addressed, reviewed and followed-up in a more effective and timely manner (all stakeholders), - With the development of the logistics database statistics will be compiled and available in one system. Furthermore, sound arguments on logistics issues can be made with statistics amongst the stakeholders (all stakeholders), - Responsibility amongst the implementing agencies will be heightened with continued monitoring of each program/project (government) - All the progress mentioned above will be available to the public in the annual report (all stakeholders)

The project has no any activity which will negatively affect to social and/or environment. In contrary, the project will, in the future, positively and indirectly impact to social and economic aspect through bettering the logistics sector monitoring and evaluation so as to providing appropriate and concrete recommendation to improve the logistics development in Cambodia.

The gender balance and gender mainstreaming will be taken into account in this project. The project will encourage involvement of women in training session and monitoring and evaluation activities of the logistics sector level. Gender issue (gender balancing and mainstreaming) will be reported into the training report of this project
22. CAPACITY TO IMPLEMENT: (Does the Ministry have the skills and experience required to implement the project?)
Ministry has some resource person with skills and experiences, however, international specialist, and experts are required to contract for transferring the solid skill and knowledge to accelerate the effectiveness of M&E on logistics sector. In addition, oversea training and exchange experience and knowledge are very helpful to accelerate the GDL’s capacity in management, coordination, monitoring and evaluation of the logistics master plan.
